Alabama's Unified and Comprehensive System of Learning Supports Under Tommy Bice --Will It Lead Children To Stumble And Can Pastors Afford To Be Silent?

"When schools experience chronic underachievement, the reasons are most often the social, emotional, and/or physiological problems of the child and his or her family situation," Dyer said. "The work of Dr. Adelman and Dr. Taylor faces this challenge straight on by bringing the theory of mental health issues to a practice that improves the learning conditions for all students."

Above is an excerpt from an article that touts Tommy Bice's leadership in developing a Unified And Comprehensive Learning Supports that can influence many other states.

According to Linda Murphy, a nationally renowned Educator/Activist, who has studied Dr. Bice's Comprehensive Counseling Guidance Proposal (as this is part of the Unified Supports)-- "This is a dangerous expansion of the authority of public schools into the private lives of students, which has never been allowed in American schools. This plan sets goals for changes in students’ emotions, feelings, attitudes, values and beliefs. The area educators call the "affective domain" (from Blooms Taxonomy)." 

The Alabama State Plan "is an integral part of the preparation of all students to be college and career ready. It serves as a framework to guide school districts, individual schools, and individual counselors in designing, developing, implementing, and evaluating a comprehensive, developmental, and systematic counseling program."

1. It "should be used by all Alabama public schools for developing and implementing comprehensive, outcome-based school counseling and guidance programs that meet the needs of all students."

2. "All students will receive a data-driven counseling program that promotes academic achievement, career readiness, and personal/social development", which includes their "attitudes, character, values and beliefs."

3. It is "aligned with ASCA National Model and its revisions and includes four interrelated components: foundation, delivery system, management system, and accountability."

4. The "ASCA National Model: A Framework for School Counseling Programs, and three revisions promulgate national school counseling standards." 

5. It "helps students achieve their full potential through four program delivery components: School Guidance Curriculum, Individual Student Planning, Responsive Services, and Indirect Services."

6. "Comprehensive school counseling and guidance programs are data-driven by student needs and provide outcome-based accountability measures that align the school counseling and guidance program with the school’s overall academic mission."

7. "VII. RESPONSIVE SERVICES--7.1 Every K-12 student receives prevention education to address life choices in academic, career, and personal/social development."

Recent examples of one size-fits all mentality that is foundational to this nationalized education aka common core (which is invalid according to Professors Sandra Stotsky and Jim Milgram--see audio link to his and her interviews) was the story of the 5-yr old from Mobile, Al who did a suicide checklist and signed a safety contract without her parents.  This, because she drew a picture of a gun and said pew pew with her crayons. 

Mobile County school system Superintendent Martha Peek said the school counselor used the system-wide safety protocol that school system officials were instructed to use in any situation in which "a student indicates they may be considering any actions such as hurting themselves or hurting someone else," she said. "Unfortunately, with this incident, the one size fits all."

Another example is where schools in Dothan, Al gave out this suicide prevention flyer to all children from Elementary to 12th Grade."This introduces a concept about something very negative that can cause depression, fear and worry that is not necessary.  In the effort to prevent these problems they are actualy creating problems with children that have no connection to that in their life"-per Linda Murphy. 

It is ironic that Common Core Standards Initiative has been known to increase stress in children.  In states like Alabama where the implementation is slower because there is a waiver for teacher's evaluation not to yet be based on student's test results, many teachers are still rallying behind it.  However, many warnings of dangers are there, such as the signed statement from 500 Early Childhood and Mental Health ExpertsMary Calamia's testimony (she's a licensed clinical social worker who testified before New Yord's Board of Ed.), a NY teacher's testimony of the danger, Joan Landes--mental health therapist on the Psychological Damage of Common Core and video from child psychologist-Megan Koschnick.

The Comprehensive Counseling and Guidance State Model for Alabama Public Schools (the State Plan) presents a model that helps students prepare to be college- and career-ready in the areas of academic, career, and personal/social development. Counseling and guidance is an integral part of each school’s total educational program. The counseling and guidance program helps students achieve their full potential through four program delivery components: School Guidance Curriculum, Individual Student Planning, Responsive Services, and Indirect Services. This document, The ASCA National Model: A Framework for School Counseling Programs, and its revisions should be used by all Alabama public schools for developing and implementing comprehensive, outcome-based school counseling and guidance programs that meet the needs of all students.

With that in mind look at what's in the ASCA Standards For Students:

PS:A2 Acquire Interpersonal Skills
PS:A2.1 Recognize that everyone has rights and responsibilities
PS:A2.2 Respect alternative points of view
PS:A2.3 Recognize, accept, respect and appreciate individual
differences
PS:A2.4 Recognize, accept and appreciate ethnic and cultural
diversity
PS:A2.5 Recognize and respect differences in various family
configurations

Above should be studied by Pastors throughout.

Importance of Data: Yes. Data may be the most important part of the ASCA National Model!

Loss of Parental Authority=Out of Control Departments of Education=Common Core Standards Initiative=Comprehensive System of Learning Supports=Affecting Students' Emotions, Feelings, Attitudes, Values and Beliefs

)-Tommy Bice is touted for leading the nation.  Here are some key points:

 

Tommy Bice's unified program statewide: "Alabama's schools are off to a good start. I am very optimistic. If Alabama's schools are half as effective as we think they will be, Alabama will influence many other states."

Starting with 10 school districts, Alabama's Unified and Comprehensive System of Learning Supports places emphasis on addressing all the factors that interfere with students' success at school. Additional Alabama school districts will be phased in over the coming years.


Linda Felton-Smith, director of the Office of Learning Support in Alabama's department of education. "It unifies and moves student supports away from reacting to problems and toward system development, with a strong emphasis on prevention and early intervention."

"This new direction will help advance Alabama's PLAN 2020, which outlines four priorities, including the learners, the support systems, the school systems and the professionals," said Tommy Bice, Alabama's state superintendent of education. "Each of these four components of the plan has to function together like an 'eco-system' so that we can meet our objectives of improving student growth and achievement, closing the achievement gap, increasing the graduation rate and increasing the number of students that are college- and career-ready. Student support is a vital part of that total system."

COMPREHENSIVE SYSTEM OF LEARNING SUPPORTS
Department Releases New Learning Supports Design Plan and First Districts to
Participate in Roll-Out
Montgomery, Ala. — As part of a steadfast commitment to ensure a world-class
education for all students, the Alabama State Department of Education is releasing a
Comprehensive System of Learning Supports design document and district roll-out plan.
ALSDE officials, area superintendents and representatives from Scholastic will discuss the
new design at 9:30 a.m., Aug. 2, 2013, in Room P104 of the Gordon Persons Building, 50
N. Ripley St., Montgomery, AL.
“We are so optimistic about the power of this new design that builds on previous efforts to
address the barriers to learning and teaching and re-engaging disconnected students,” said
Dr. Linda Felton-Smith, Director, Office of Learning Support. “It unifies and moves
student supports away from reacting to problems toward system development with a strong
emphasis on prevention and early intervention.”
The intent is to fully integrate the learning support system as a primary component of our
school improvement policy and practice and focus on:
• Reframing current student/learning supports programs.
• Re-deploying resources.
• Developing in-classroom and school-wide approaches, including learning
supports found effective in the state’s high-poverty/high-achieving schools.
• Developing the capacity to implement learning supports through leadership
training.
• Revamping infrastructures at the school, district, and state levels.
• Developing and implementing accountability indicators directly related to the
learning support system and fully integrating them into school improvement
accountability.

districts including Bessemer City, Chickasaw City, Etowah County, Butler County, Decatur City, Perry County, Calhoun County, Dothan City, Shelby County, and Lauderdale County will implement the design starting this fall. Other districts will be phased in over the coming years.

Middle school students who participated in a controversial sex education program in Hawaii were rewarded with gift cards from the University of Hawaii Center on Disability Studies. The gift cards, valued at between $10 and $20 each, were issued to 11-, 12- and 13-year-olds who participate in Pono Choices. About $52,200 of a $5 million grant from the U.S. Office of Adolescent Health was used to buy the cards.

Resolution And Petition For The Removal of Alabama Superintendent of Education Tommy Bice
Whereas, Alabama Superintendent of Education Tommy Bice has advocated replacing the high and well-proven educational standards of Alabama with the sub-standard experimental national standards of the Obama Administration, which were developed by progressive educational reformers in Achieve, Inc, copyrighted by two Washington,
D.C. based organizations, and are partially funded by the partnership of the Pearson and Gates Foundations, none of which was done within the state of Alabama, and
Whereas, Tommy Bice has repeatedly told the people of Alabama that the College and Career Readiness Standards were constructed and developed by Alabamians when in fact, forty five other states have exactly the same standards, with Alabama having added Alabama specific standards of less than 3% to ELA and less than 15% to Math, and
Whereas, a national standards and assessments system is not permitted under the United States Constitution, and
Whereas, Tommy Bice, as Alabama Superintendent of Education has greatly influenced others within the Alabama Education System to conform to his preference for the mediocre and developmentally inappropriate College and Career Readiness Standards which are not as “rigorous” as Alabama’s own Reading Initiative which sky rocketed Alabama to the most improved scores in the United States of America , and
Whereas, Tommy Bice has misrepresented the longitudinal data base essential to the College and Career Readiness System/ Common Core System, saying that private and personal student and family information will not be shared with federal agencies and private companies when in fact, the system requires it, and,
Whereas, Tommy Bice in 2013, began an unprecedented government intrusion into Christian Schools, Private Schools and Home Schools to regulate and tax them until he was forced to temporarily retreat from it due to the loud and immediate outcry by Alabama citizens to protect their freedom, and
Whereas Tommy Bice has demonstrated disrespect to Alabama parents and the Governor by making it extremely difficult for parents to exercise their authority regarding the ACT Aspire assessments,
BE IT RESOLVED that the undersigned hereby petitions the Alabama State Board of Education to immediately remove Tommy Bice from the position of Alabama Superintendent of Education. He has proven untrustworthy to guide the education policies and practices in the great state of Alabama for its’ greatest treasure, Alabama children.

Elois Zeanah Respond to Tommy Bice About Common Core--Stubborn Facts

COMMENTARY:  Response to “The Stubborn facts regarding Common Core” by Alabama Superintendent of Education Tommy Bice
 

“Yes, Dr. Bice, If you like your doctor and your health insurance, you can keep them.”  Your promise that Alabama can  maintain full “state control of our public education system” is right up there with this promise.  Alabama has signed agreements with the federal government to implement Common Core K-12 education standards one hundred percent as written.  Common Core is a one-size-fits-all national standards for K-12 that will be compulsory and will replace existing state standards for curricula, textbooks, testing, teacher instruction, teacher evaluation, and assessments.  Despite your careful parsing and clever spins, these are “stubborn facts.”  But facts didn’t matter from the beginning when the state board of education agreed to adopt Common Core to replace Alabama’s tradition educational standards without public debate.   


Like ObamaCare, neither you nor the state board of education knew what would be in the Common Core curriculum when you rushed to sign up when the federal government dangled billions of dollars to states who would sign on to Race to the Top to usher in revolutionary education reform, which was not written, untested and unresearched, and would be used by the Obama Administration as official education policy.  You obligated parents, teachers, and legislators (who have final authority over public education) without their approval and took away parental and states rights.  Neither you nor the state board of education had that constitutional right.
 This is a “stubborn fact” that you ignore. 

 The Application of Race to the Top and Waivers to No Child Left Behind Mandated the Implementation of Common Core


While it’s a “fact” that Alabama was not awarded Race to the Top grants, Alabama applied and was refused twice but nevertheless Alabama had to agree to adopt and implement one hundred percent the Common Core Standards, not yet written, whether or not Alabama received the federal bait.  The same was true to get the Obama Administration to grant Alabama a waiver to No Child Left Behind.  Yet you continually omit these “stubborn facts.”

 Common Core is Copyright and Cannot be Changed by States


You also never mention who owns the copyright to the Common Core Standards.  You should since you are a member of one of those two private organizations, the Council of Chief State School Officers (CCSSO), which has partnered with the National Governors Association (NGA).  The writing and marketing of the Common Core standards, written without transparency and without legislative authority, were written under the auspices of these two lobbying organizations.  Both organizations have accepted hundreds of millions of dollars from the federal government and Gates Corporation to convince states to approve national, one-size-fits-all K-12 education standards.  Changes to Common Core can only be made by the copyright holders.  Importantly, the copyright that your organization  holds includes a disclaimer that the organization cannot be held liable or accountable for any harm that might come to our students from the implementation of the standards.

Children’s Privacy is Breached


 
Parents are spooked that changes have been made to the FERPA law that allows the collection of confidential student data and its storage in a giant database online, which will be shared by federal agencies and private parties.  Such sharing  (illegal until the Obama Administration changed the FERPA law, again bypassing Congress and without a whisper of alarm from Dr. Bice about this presidential abuse of power and how it would remove protection from our students.)  As exposed by crack investigative journalist Stephanie Simon and stated by Diane Ravitch, a former Reagan education cabinet member, now, our children’s and grandchildren’s “personal and confidential data will be sold or given to entrepreneurs for marketing purposes” such as to the Gates Foundation, Carnegie Corporation, CompassLearning, Pearson, and others.  Instead of blindly and silently giving into the lawlessness of the Obama Administration, and working with big business to boost their profits at the expense of our children’s privacy and safety, the Alabama state board of education should be shouting from the rooftops about how FERPA endangers our children.


Dr. Bice also ignores the fact that Common Core textbooks and suggested reading materials that teach that: (1) “Government is like a nation’s family because it sets rules and takes care of needs such as health care and education.  So says a worksheet for social studies homework … complete with a drawing of Uncle Sam cradling a baby that represents the citizens.” (2) Some textbooks and related materials include porn, incest, profanity, promiscuity and encourage having children out of wedlock, writings that condemn Christianity, capitalism, and praise Castro and communism.

 Does Alabama Want to Help President Obama use Education to Fulfill his “Battle for Social Justice?”


President Obama’s Secretary of Education has characterized Common Core as a “revolution” to help in the “battle for social justice”.  Why should Dr. Bice, the state board of education, and the Alabama legislature play any part in embracing Common Core and be used to fulfill a socialist fantasy so against Alabama values and in violation of the Tenth Amendment?

 The only way to stop this travesty, and to restore parental and states’ rights over local education is to replace incumbents who support Common Core and convince Alabama legislators to repeal Common Core before it, like ObamaCare, is embedded.

What Happens When Trust Is Lost? 

What happens to the so-called friend (Governor, Legislators) that's near you and allows your children to get hurt?  This is what Alabama parents and really many parents across the country are having to decide.  The fate of their children lies in who will help them change the education system.

Common Core Standards, which now many people know-- take away parental authority in education.  Local school boards are now just rubber stamps with someone out of state controlling the standards.  State School Boards signed away that authority for federal money.

Voters are watching current state leaders which appear to be willing under the disguise of improving the future work population married with agendas--(something in the order of dear old Russia--just more techie).

And they don't blink an eye in throwing parents (and their parental authority) "under the bus."

Citizens are asking governors such as Governor Bentley in Alabama and their legislature, to let the children get out of these untested, unproven, state budget-robbing Common Core standards that are very detrimental.

Please don't ignore the parents--like Pharaoh ignoring the cries of the children of Israel.  Common Core is like poison, as Prof Sandra Stotsky (invited by CC folks to validate Common Core and she said NO) said, no matter how expensive the poison supply, it must be stopped.

Why are parents so angry about Common Core?

  • It has taken the joy out of learning, replaced with anxiety and tears.  Sooner or later the child figures out that he/she is no longer important.  It is the test that's important.
  • It has taken the joy out of teaching as now many teachers are leaving the profession unable to bear what they see happening to the children they love.
  • Children are treated as guinea pigs by developers (Bill Ayers and Linda Darling Hammond for example) to see how to best influence the future mindset of our children--calling the killers of hard-working Americans on 9/11 as "Freedom Fighters".  They use every method available and with today's technology--there are plenty of ways to gather data subtly or not to help develop approaches and/or means to influence.
  • Troubling negative mindset of the developers that they would tout the Bluest Eye as a National Example of what they consider as "good reading" for children.
  • Developers not heeding the warnings of Mental Health experts and therefore many of the teachings are very confusing, manipulative and destructive as it did not follow the best approach to develop the minds of children.
  • "Education Goldmine" has clouded the thinking of many decent people to sell out the children in lieu of perceived profits and/or power.
  • Most importantly, parents which used to be the most important part of education are now ignored and have no recourse for problems they are seeing with their most precious children who are living the nightmare results of the so-called rigorous Common Core standards.

In Alabama for Governor Bentley and the Legislature to leave the fate of Common Core to the leadership of Tommy Bice the Superintendent of Ed, is like watching a crime --when you have something you can do about it.   Stephanie Bell and Betty Peters, our two board members proven to expose corruption, have clearly pointed out the "ruse" that was performed by Tommy Bice Nov 14, 2013 (as if we no longer were under Common Core).

Tommy Bice rescinded the Memorandum Of Agreement (MOA) with the owners of CC--when he already knew there was a legal memorandum in Feb 2013 that told him the MOA was no good and that it was superseded by Alabama College and Career-Ready Standards.

However, Governor Bentley, Del Marsh, Mike Hubbard--we are still able to read and comprehend truths (something Common Core may destroy in future generations.) 

And we hope you will take the time to read the definition (which contains the National Standards aka Common Core) because as more parents find out about the ruse--there will be no going back and one way or another we will with God's help set the children free. 

As one mental health expert have said a generation that can think independently is free.  The bottom line should not be making the best workers for companies but "freedom loving people that think independently".  Surely you want that for your children as well...

Ask each how can he trust Tommy Bice in light of the above info about the "ruse" he played on parents of Alabama.

 

 

Call, fax, email, write letters to governors, legislators, local and State School Boards.

Needd you to shine the light on truths--make it to be a daily task to do something to either call, fax, email one or more and preferrably make it a daily job to help melt the phone lines of these people.  Too many have forgotten they are there for WE THE PEOPLE--it is time they understand.  

Attend conferences that share truth as truth is so powerful it can set a nation free.

Of course please give this to God in prayer daily.

And let's do it the way George Washington did at the start of this nation--get on our knees.  May an awesome-loving God, forgive us and heal our land and send like he did in the time of Moses---DELIVERANCE.  As more parents see the mental health trauma of these rigorous standards--the more we will grow and Stop Common Core.  May God bless you and your family.

Meaningless Resolution From Superintendent of Education To Protect Student Data

The Common Core or College and Career Readiness System is masquerading as good reform but is in fact, the greatest fraud being perpetrated upon the American people, and is dependent upon data collection for the total implementation of it. In the 2013 Department of Education Report entitled, “Promoting Grit, Tenacity, and Perseverance”, the federal government recommends the use of data mining techniques that use physical responses from biofeedback devices to measure mood, blood volume, pulses and galvanic skin responses, to examine student frustration, and to gather “smile intensity” scores.  Using posture analysis seats, a pressure mouse, wireless skin conductors, schools are encouraged to learn which students might lack “grit, tenacity, and perseverance,” in engaging with, or in believing what is being taught.   Welcome to Common Core/Obama Core!
The Alabama State School Board just approved a new resolution which Superintendent  of Education Tommy Bice says will protect students’ privacy.  It will instead open up a Pandora’s Box, allowing even third parties to have students’ personal family information to use and sell for any reason!
In December 2011, President Obama changed without congressional approval,  the  Family Educational Rights and Privacy Act.  (FERPA)  All Personally Identifiable Information and Records on students and their families taken at the local level may legally be accessed by government and non government agencies .  The Longitudinal Data system is capable of tracking student information over multiple years in multiple schools.  Federal funding is provided to aid the design and implementation of such systems through the State Longitudinal Data System Grant Program.   
Added to the FERPA changes President Obama made is the definition:  “Biometric record,” as used in the definition of Personally Identifiable Information.  Automated recognition of our children can be obtained through one or more measureable biological or behavioral characteristics, including fingerprints, retina and iris patterns, voice prints, DNA sequence, facial characteristics and handwriting.  Personally Identifiable Information includes but is not limited to:  students’ and parents’ names, addresses, dates and places of birth, social security and students’ numbers, mothers’ maiden names and biometric records.  Is this really for better education?
  Alas, Alabama has signed on to Obama Ed, and no meaningless resolution is going to change that.
