EPHRAIM'S ARROW--JEWISH STUDIES

Weather By The Hour

Don't forget as you check on the weather to check in with the One who calms the storms!

Fields White To Harvest

Lord, I thought I knew you,

but know the winds have changed.

Tossed away, will you find me?

Can still , my heart be sustained?

Just me and you when things were new,

then the season's storms blew by.

Did I forget to worship you?

Will you come, Lord Jesus to gather us- your sheep.

For the days grow long and still,

If we watch and wait, will you hear us yet-

Can we stand strong to do you will?

The wheat has been blowing in that field,

While the laborers are so few.

What then, now are we waiting for?

Can hardened hearts become like new?

Safely can we stay behind you,

as we march with your trumpet sound?

Or- have we stayed and hid so long now,

   That our roots dry underground?

I pray Lord that you will find me.

I pray not to be ashamed.

I seek you when it's early Lord.

I pray not to fall away.

So come Lord Jesus come quickly-

The terrible day is at hand.

I pray we'll all be steadfast.

So you may strengthen our spirits ,

as we stand.

Alabama's Unified and Comprehensive System of Learning Supports Under Tommy Bice --Will It Lead Children To Stumble And Can Pastors Afford To Be Silent?

"When schools experience chronic underachievement, the reasons are most often the social, emotional, and/or physiological problems of the child and his or her family situation," Dyer said. "The work of Dr. Adelman and Dr. Taylor faces this challenge straight on by bringing the theory of mental health issues to a practice that improves the learning conditions for all students."

Above is an excerpt from an article that touts Tommy Bice's leadership in developing a Unified And Comprehensive Learning Supports that can influence many other states.

According to Linda Murphy, a nationally renowned Educator/Activist, who has studied Dr. Bice's Comprehensive Counseling Guidance Proposal (as this is part of the Unified Supports)-- "This is a dangerous expansion of the authority of public schools into the private lives of students, which has never been allowed in American schools. This plan sets goals for changes in students’ emotions, feelings, attitudes, values and beliefs. The area educators call the "affective domain" (from Blooms Taxonomy)."

The Alabama State Plan "is an integral part of the preparation of all students to be college and career ready. It serves as a framework to guide school districts, individual schools, and individual counselors in designing, developing, implementing, and evaluating a comprehensive, developmental, and systematic counseling program."

1. It "should be used by all Alabama public schools for developing and implementing comprehensive, outcome-based school counseling and guidance programs that meet the needs of all students."

2. "All students will receive a data-driven counseling program that promotes academic achievement, career readiness, and personal/social development", which includes their "attitudes, character, values and beliefs."

3. It is "aligned with ASCA National Model and its revisions and includes four interrelated components: foundation, delivery system, management system, and accountability."

4. The "ASCA National Model: A Framework for School Counseling Programs, and three revisions promulgate national school counseling standards."

5. It "helps students achieve their full potential through four program delivery components: School Guidance Curriculum, Individual Student Planning, Responsive Services, and Indirect Services."

6. "Comprehensive school counseling and guidance programs are data-driven by student needs and provide outcome-based accountability measures that align the school counseling and guidance program with the school’s overall academic mission."

7. "VII. RESPONSIVE SERVICES--7.1 Every K-12 student receives prevention education to address life choices in academic, career, and personal/social development."

Rest on Linda's important summary and warnings here.

Recent examples of one size-fits all mentality that is foundational to this nationalized education aka common core (which is invalid according to Professors Sandra Stotsky and Jim Milgram--see audio link to his and her interviews) was the story of the 5-yr old from Mobile, Al who did a suicide checklist and signed a safety contract without her parents.  This, because she drew a picture of a gun and said pew pew with her crayons.

Mobile County school system Superintendent Martha Peek said the school counselor used the system-wide safety protocol that school system officials were instructed to use in any situation in which "a student indicates they may be considering any actions such as hurting themselves or hurting someone else," she said. "Unfortunately, with this incident, the one size fits all."

Another example is where schools in Dothan, Al gave out this suicide prevention flyer to all children from Elementary to 12th Grade."This introduces a concept about something very negative that can cause depression, fear and worry that is not necessary.  In the effort to prevent these problems they are actualy creating problems with children that have no connection to that in their life"-per Linda Murphy.

It is ironic that Common Core Standards Initiative has been known to increase stress in children.  In states like Alabama where the implementation is slower because there is a waiver for teacher's evaluation not to yet be based on student's test results, many teachers are still rallying behind it.  However, many warnings of dangers are there, such as the signed statement from 500 Early Childhood and Mental Health ExpertsMary Calamia's testimony (she's a licensed clinical social worker who testified before New Yord's Board of Ed.), a NY teacher's testimony of the danger, Joan Landes--mental health therapist on the Psychological Damage of Common Core and video from child psychologist-Megan Koschnick.

The proposal by Alabama Superintendent Tommy Bice to pass a Comprehensive Counseling Guidance was presented to the SBOE on 9/11 worksession see pdf file on this link:https://eboard.eboardsolutions.com/Meetings/ViewMeetingOrder.aspx?S=70577&MID=1610

Note the  Preface of the document:

The Comprehensive Counseling and Guidance State Model for Alabama Public Schools (the State Plan) presents a model that helps students prepare to be college- and career-ready in the areas of academic, career, and personal/social development. Counseling and guidance is an integral part of each school’s total educational program. The counseling and guidance program helps students achieve their full potential through four program delivery components: School Guidance Curriculum, Individual Student Planning, Responsive Services, and Indirect Services. This document, The ASCA National Model: A Framework for School Counseling Programs, and its revisions should be used by all Alabama public schools for developing and implementing comprehensive, outcome-based school counseling and guidance programs that meet the needs of all students.

With that in mind look at what's in the ASCA Standards For Students:

PS:A2 Acquire Interpersonal Skills
PS:A2.1 Recognize that everyone has rights and responsibilities
PS:A2.2 Respect alternative points of view
PS:A2.3 Recognize, accept, respect and appreciate individual
differences
PS:A2.4 Recognize, accept and appreciate ethnic and cultural
diversity
PS:A2.5 Recognize and respect differences in various family
configurations

Above should be studied by Pastors throughout.

Importance of Data: Yes. Data may be the most important part of the ASCA National Model!

Research for yourself and if you don't think Alabama needs to pass Dr. Bice's Comprehensive Counseling Guidance then please call your school board and let them know and while you're at it--call Governor Bentley (334) 242-7100 and send him a fax too at (334) 353-0004 (leave paper trail.)

There is so much to learn about the Common Core Standards Initiative and we hope you will make time to listen to Dr. Duke Pesta explain to you what's in store with this nationalized education system.  Knowledge is powerful...come join us links to conferences here:  http://www.standinthegapnow.com/

David Barton Conference On The Dangers of Common Core For The Future of The Republic

Thanks for all those who attended--please go visit the podsite to listen to the audio.  It was great--over 1,000 people came.  We are grateful and we are committed to fighting and removing Common Core.  God is our helper.  Keep praying and act!

All over the country there are conferences and forums springing up.  Please take time to attend some of these and learn.  We would like to ask you to  please help us get the word out for a conference with national constitution and history speaker--David Barton of Wallbuilders along with others such as mental health therapist, Joan Landes that will be held on Jan 18th in Dothan located in southeast Alabama.  This will be an incredible event full of very important information on Common Core with perspectives necessary for the freedoms we hold dear to remain.

Also there is a "Pastors Meet and Greet" for an hour prior to the conference--please click on this link and you can print an invitation to give your pastor...https://skydrive.live.com/view.aspx?resid=32EE46693F75259D!1513&cid=32ee46693f75259d&app=Word&wdo=2&authkey=!ADaCk-tD_Q1kNdA

If some of  you still don't understand the big deal--please listen to these two videos--

and one from a schoolteacher.

It breaks the heart to see the joy being taken out of children's learning --watch Mikey's video:

http://youtu.be/8LQ8x3BdNgQ

What's been happening in New York is now happening everywhere.  More of us are becoming informed that Common Core (now being renamed Next Generation as you'll hear with the Science and Social Studies standards) is in reality nationalized standards.  Parental control has been taken away as local school boards will become rubber stamps.  We can stop this but we need your help.  Please be in prayer and if led-- please make copies of this event flyer and pass it out to your friends and family that can possibly attend.  Children needs us to defend them.  Common Core (Obamacore as many have called it,--was drafted like Nancy Pelosi said of Obamacare--"let's pass it so we can know what's in it") --is very dangerous for the future of our Republic as it will affect the minds of children--America's future.

Heed the warnings now as just as in Obamacare--it is very damaging to lives!  These children need you.

Please share this information with friends and family living in Alabama and surrounding states.  January is busy for Alabama as their legislature starts the new session--here's breaking lies and knocking out the Common Core.

Can anyone tolerate poison? No WAY!

Making Sense Out of Common Core--Facts On The Why And Who Are Behind These Rotten Standards

Hear are some very insightful links for you to study and get a handle on Common Core State Standards:

Proponents say:

The Common Core State Standards Initiative is a state-led effort that established a single set of clear educational standards for kindergarten through 12th grade in English language arts and mathematics that states voluntarily adopt.

States across the country collaborated with teachers, researchers, and leading experts to design and develop the Common Core State Standards. Each state independently made the decision to adopt the Common Core State Standards, beginning in 2010. The federal government was NOT involved in the development of the standards.

The Common Core State Standards are a clear set of shared goals and expectations for the knowledge and skills students need in English language arts and mathematics at each grade level to ultimately be prepared to graduate college and career ready. The standards establish what students need to learn, but they do not dictate how teachers should teach. Teachers will continue to devise lesson plans and tailor instruction to the individual needs of the students in their classrooms.

This process is state-led, and has support from across the country, including CCSSO, the NGA Center, Achieve, Inc, ACT, the College Board, the National Association of State Boards of Education, the Alliance for Excellent Education, the Hunt Institute, the National Parent Teacher Association, the State Higher Education Executive Officers, the American Association of School Administrators, and the Business Roundtable.

The Subjects:

English language arts and math were the subjects chosen for the Common Core State Standards because they are areas upon which students build skill sets which are used in other subjects. They are also the subjects most frequently assessed for accountability purposes.

Other Areas:

CCSSO and NGA are not leading the development of standards in other academic content areas. Below is information on efforts of other organizations to develop standards in other academic subjects.

  • Science: In a process managed by Achieve, with the help of the National Research Council, the National Science Teachers Association, and the American Association for the Advancement of Science, states are developing the Next Generation Science Standards. More information about this effort can be found here.
  • World Languages: The American Council on the Teaching of Foreign Languages published an alignment of the National Standards for Learning Languages with the ELA Common Core State Standards. More information about this effort can be found here.
  • Arts: The National Coalition for Core Arts Standards is leading the revision of the National Standards for Arts Education. More information about this effort can be found here.

The Other Side:

Guess what else they have developed?

"Students need opportunities to engage in cooperative and active  learning strategies, and sufficient time must be allocated for students to practice  skills relating to sexuality education."  Read more.

LISA HARRIS (former teacher from Georgia) said: " Two examples how the standards are reduced--Algebra is being moved from 8th to 9th--hurts math success. In English Language Arts--there is an increase of informational text vs literature--which uses lower level of thinking skills instead of the higher thinking skills which are taught through literary devices (as in great literature).

EMMETT MCGROARTY (The American Principles Project) has stated-"Common Core infringes on state autonomy-Standards were developed by private entities. Entities that have copyrighted the standards. Participation in Common Core commits states to using 100 percent of standards. States can add 15 per cent but CANNOT CHANGE any of it."

Professors JIM MILGRAM (nation's Math expert) and SANDRA STOTSKY (nation's English Language Arts Expert) was on Nat'l. Validation Committee of Common Core-would not sign off on it. Prof. MILGRAM suggests parents homeschool their children!

Prof. STOTSKY warns:  "For these Superintendent and others who say we've spent so much and we got to continue--No! If you're feeding poison to your children, you don't want to continue using that poison supply even if you've invested a lot of money buying it

Common Core's Approach is going to Raise a Generation that is Easily Manipulated!

Utahn's Against Common Core Video of Interview With Mental Health Therapist:

Risk of this type of approach could seriously set the mental health resilience of children back 50 years because the concept they advocate are opposed to the research used now.

Children are being taught to think and use words that have high emotional impact that gives biggest reaction creates anger, competition, resentment (negative).

Children's reasoning abilities won't be finished 'til age 24--what is finished is their primitive part, the limbic system, part that engage when we feel threatened, shamed.

What we should be doing for children is not training them in the limbic system with emotionally charged activity...

We need to use the research we know and not ignore it or trash it as Common Core is doing as these facts are important to the teaching of children

We will rear generation that is not just more vulnerable to emotional stress, emotional challenges but is very easily manipulated. It just takes one trigger and you have a national mob-that is being motivated by anger and revenge-very easily manipulated.

In contrast a generation that knows how to think independently--they are free because they aren't easily manipulated.

Excerpts from Beverly Eastman's  The Dark Side of Nationwide Tests

More prophetically, Wirtz and LaPointe wrote: "A different kind of assessment would help correct the tilt in the educational-standards concept toward functional literacy and away from excellence."

Direct education away from excellence?  That's right.  The authors detailed how a clearinghouse-style database incorporating demographic and psychological-profiling data would help steer schools toward what these "experts" deemed a more realistic ideal: mere functional literacy.

Then there are the student-identification methods applied to "confidential" tests and surveys the testers say are not "individually identifiable."  This doesn't mean, however, that students are not "individually identified."  Confused?  The National Center for Education Statistics 1993 Field Restricted Use Data Procedures Manual explains this semantic sleight of hand.  Techniques range from simple bar-coding and "slugging" to more-complicated exercises such as "sticky-labelling" and inserting "embedded identifiers."

To the testers, however, the term "confidential" means "need to know."  The "confidential" label casually applied by officials to modern testing and survey devices invariably is taken for anonymity, thereby masking the fact that:

  1. higher scores are accorded "preferred" viewpoints,
  2. curriculum is modified and targeted to specific groups of children to correct "inappropriate" attitudes and, more ominously,
  3. certain views that once were considered "principled" now are deemed "rigid" and associated with mental illness or psychological defects..please read article on Scribd

The Charlotte Iserbyt Interview--Tell All--The Education Whistle-Blower (Mind Control)

The Planners:

Lou Gerstner's (Achieve-who wrote Common Core) suggestions:(Wall Street Journal article Nov 23, 2008)-to the president elect Obama:

..."I’m going to suggest is that he convene the 50 governors, and the first thing they do is they abolish the 16,000 school districts we have in the United States. Sixteen thousand school districts are what we’re trying to cram this reform through...

These organizations stand in the way of what we want to do.

Now, the governors could decide, we’ll keep them as advisory, we can keep them as community support, but they will not be involved in the fundamental direction of public education in America. Second, this group of governors will then select 50 school districts, plus I’d say 20 major cities, so we got 70 school districts. Seventy instead of 16,000...read more

The True Price of Common Core--Share, Cry, Get Mad, Pray And Then Act

I hope when you read this mother's story--you will let Sen Del Marsh (334) 242-7800 know that the true price of him setting aside SB403 will be paid for by our children.  That's a price I hope you tell him and all legislators you are not willing pay and Common Core must go!

"I took my twins (3rd grade) back to school today after the test was over and had to witness the most heartbreaking thing any mother facing this common core can endure..my son 8 yrs old with a learning dissability and who cannot keep up with this crap of ONE SIZE FITS ALL EDUCATION,just had an emotional breakdown in the lobby of his school...he HATES it there,he begs my everyday to not go,and I am forced to make his little head take in work that doesnt make sense to him,or to any child for that matter,my once HAPPY child,is now angry...he kicked his sneakers off threw them accross the lobby threw his lunch box, ripped off his sweatshirt, and headed for the front door of the building to RUN,to run away from a place he use to LOVE,the school psycologist had to grab him, walk him away from me down the hall with no shoes on,as he looked at me and cried hysterical...my heart cant take anymore of what these pieces of shit (pearson) are doing to my kid,and to all the kids that choose to hold it in,as my son has decided to get it out of his little system, and I feel so helpless,as I sit here and wait for a call from the school,to see how he is..I called 2x's and I get the psycologist voice mail."

When Alabama's Senator Del Marsh says "I have not had time to get my hands around it" and "it's not one of those bills that I had focused on this session"-- as justification to not allow a bill be voted on--parents should be wondering why not?   A bill that can prevent the horrific story above (coming out of a state that has been under Common Core longer than ours) can't be passed?

One of the people Del Marsh is focused enough to listen to is Sup. of Ed. Tommy Bice who is misleading him and our state.  Tommy Bice is not telling the whole truth to the Legislature and citizens that the Alabama College and Career Ready Standards  that he says are "ours"-- are in fact the copyrighted Common Core State Standards with only the "allowable" Alabama specific Standards (max up to 15%).  Bottom line--Alabama parents Constitutional right over their children's education is being removed.

Another Tommy Bice wrong doing (and here we see the legislature reign him in) is when he reached in to disperse millions that were ear-marked for Alabama's Reading and Math Initiatives.  That tells you Tommy Bice can be wrong to the point of going past what he is "constitutionally" allowed to do.

Common Core is wreaking havoc in states such as NY and Ga etc.  It would do our legislature good to heed the studious RNC and their Resolution to repeal Common Core. 1,539 NY Principals are outraged about its effects upon children and teachers (eval tied to tests).  Ga is trying to get out as they found it is a dumbing down.  Their Seniors reading requirements are at today's 7th grade level.  Math so confusing even accountant can't help child do elementay math.

The biggest under-statement however was from Sen. Del Marsh when he said "I want to help on this common core issue", as he chose not to listen to Heritage Foundation sharing information that would have shed truth on it.  He failed to wrap his hands around the fact that this is not just any other issue.

This is all about the most important issue to voters--their children and children should come first!  Michigan and Indiana have already realized that and their movement to stop it is succeeding and more states are putting their children first as they are realizing their mistake. Even though it cost Ga. an enormous amount of $$ they know their children and getting things done right are worth it.

Contrast the mother's story at the top with hearing that  Sen. Del Marsh walked out on hearing the truth about Common Core which implies a disregard for truth on what is affecting children. Please pray for the family above and others suffering.  Please continue to call Alabama Governor Bentley for us (334) 242-7100... and Senators Del Marsh and Jabo Waggoner to repeal Common Core (334) 242-7800.  Please also call House of Representatives at (334) 242-7600.  SB403 and HB565 needs your support.  Also please ask your US Rep. such as Martha Roby to defund Common Core!  Please share this and we request your prayers to our Almighty God that He would have mercy and grace upon us.

Then he replied to me, "This is this message from the LORD to Zerubbabel: 'Not by valor nor by strength, but only by my Spirit,' says the LORD of the Heavenly Armies.  Zechariah 4:6

CSCOPE And Common Core--From The Same Developers--Learn

3.27.13 – This was sent to Sen. Dan Patrick from Texas Attorney Greg Abbott:

Statement from Attorney General Abbott:

“The Attorney General’s Office has been working with Sen. Dan Patrick to scrutinize the CSCOPE program for several months.  We are deeply disturbed by the CSCOPE content and have significant legal concerns about the program’s operations.  Inexplicably, CSCOPE’s officials still have not taken any real steps to address the very concerns that have been raised thus far.  It is time for the veil of secrecy to be eliminated and we will continue working collaboratively with the Legislature until CSCOPE is held accountable for any potential improprieties.”

http://danetteclark.wordpress.com/2013/03/24/update-correction-cscope-curriculum-designer-employed-by-ccsso-partner-to-aid-in-implementing-common-core/

Excerpts from this article:

…in light of information evidencing Wiggins’ involvement in professional development training for Texas educators both before and after CSCOPE was implemented, coupled with the fact that Wiggins and McTighe’s Understanding by Design® framework for curriculum, assessment, and learning was directly incorporated into the design of CSCOPE, I think it would be safe to say that Wiggins had a hand in the design of CSCOPE, and further add that it appears he had a hand in its implementation as well.

With over 1,600 lesson plans at any given time (some conveniently disappearing) and rumors of plagiarism, who can say for certain whose lesson plans or content is being provided through CSCOPE?

If CSCOPE was created using Wiggins’ design framework and he provides professional development to Texas educators that use his design framework, why would it be out of the question for CSCOPE to contain lesson plans created by Wiggins?

3.25.13 – “Was George Washington Any Different From Palestinian Terrorists…?” – by Danette Clark --

http://danetteclark.wordpress.com/2013/03/25/was-george-washington-any-different-from-palestinian-terrorists/

Excerpts from this article:

“Was George Washington any different from Palestinian terrorists trying to protect their country?”

“Was Jefferson a hypocrite? Did he really think of a slave as a sub-human while writing the Declaration of Independence?”

These questions were written for use in the classroom by Grant Wiggins and Jay McTighe, curriculum designers behind the creation of CSCOPE.

Wiggins and McTighe have an extensive relationship with the Coalition of Essential Schools (CES), the progressive reform movement behind both  CSCOPE and Common Core.

The CES schools model relies heavily on the use of ’essential questions’ as a teaching strategy to encourage students to ‘think critically’…

Teaching strategies like backward design and essential questions are used by progressive educators because they can be used with any curriculum content and still be effective in imposing the political and moral bias of the educator onto the student.

Essential questions are used to pick ‘content’ (any curriculum content) apart until students are left with nothing but questions and uncertainty about what they originally thought or believed to be true about the content at hand. The teachers then deposit their own biases and opinions into the discussion in an attempt to alter the students’ perceptions of what they once thought to be true.

The Audacity of Unbridled Power Will Now Raise America's Children-Foundations For Morality Diminished-The Facts

Too Many Information Are Coming Out To Leave One To A Definite Conclusion That Silence Or Ignorance Is Destructive.  In Matthew 18:6--Jesus said:

"These little ones believe in me. It would be best for the person who causes one of them to lose faith to be drowned in the sea with a large stone hung around his neck."  Matthew 18:6

Wake Up Christians in America--"unbridled"power in our leaders is now setting the stage for more of the above.  For years they have been inching towards a Nationalization of what is going to be taught our children.  They have perfected the process under your nose in the guise of College and Career Ready Standards called Common Core.   These takes away the power from parents to have local controls and input over what their children will be taught as now the standards of what is being taught are copyrighted and are not from your state.  States can make no changes --they can add up to only 15 per cent (which children will not be tested on and probably will not be taught--as most teachers teach to the test).

Study these links and be shocked at what the "let's pass so we can find out what's in it" way of the Obama Administration has ordered for your children.  Even Schools Superintendent do not know (see link).

  • If you choose to look the other way saying this won't happen--wake up and study about what Florida Atlantic University students were asked to do about Jesus name and only one took a stand.
  • What is happening to this German homeschool family-impacts families here as individual rights of families to raise their children against the state is at stake.
  • The news of "allah is god" curriculum that went through an online management system in Tx (CSCOPE) is heading to common core states but worse-- parents in common core states won't have the ability to do anything about it.

Matthew 5:13

You are the salt of the earth, but if salt has lost its taste (its strength, its quality), how can its saltness be restored? It is not good for anything any longer but to be thrown out and trodden underfoot by men.

May God help us...and have mercy on us...

[2.13.13 – Comments from Donna Garner:  Yes, Bill Gates is to blame for using his $173 Million to market the Common Core Standards/Race to the Top federal takeover of the public schools; but we must not forget that Gates was doing it to further the Obama administration’s social justice agenda.

Obama, Arne Duncan, Linda Darling-Hammond, Bill Ayers, and the U. S. Department of Education are the originators of the plan; and they used Bill Gates’ millions to accomplish their goals. He, of course, was only too glad to join them in their unscrupulous and unconstitutional efforts because he supports the social justice agenda himself.

More importantly, Bill Gates and Microsoft stand to make billions from his investment because of the technological infrastructure required to implement the CCS standards, curriculum, assessments, and personally intrusive national database that states’ taxpayers will be required to fund.

The disturbing aspect is that the Republican majority in the U. S. House that controls the appropriations could have shut down the CCS/RTTT federal grants any time they had wanted to do so over these last four years as the initiative was going forward. All they had to do was to stop the flow of federal dollars to CCS/RTTT, and the entire initiative would have come crumbling down.  Where were the Republicans in the House who were supposed to stand for fiscal responsibility? They were AWOL. Is it too late for them to stop the appropriations for the national assessments?  Without the national assessments, the Common Core Standards would be dumped. -- Donna Garner]

Education watchdogs are raising concerns over the Gates Foundation’s involvement in shaping public education policy, saying the private foundation’s influence in public education policy interferes with the democratic process and local input.

The foundation, owned by Bill and Melinda Gates, is the world’s largest philanthropy and has been heavily involved in funding states’ new Common Core curriculum, the Heartland Institute reported on Monday.

Gates has spent $173 million in grants to develop Common Core standards and win support for the curriculum, according to a Heartland analysis of the Foundation’s grant database.

The Foundation’s funding amounts to a marketing campaign for Common Core, Jane Robbins, a senior fellow with American Principles Project, told The Washington Examiner.

The Gates Foundation “has determined what it thinks education policy should be” and funded efforts to put that policy into effect, Robbins said.

“It’s the way [Gates is] doing it that we think is curious,” said Scott Thomas, dean of Claremont Graduate University’s education school, according to Heartland. “It’s an intrusion into the public sphere more directly that has not been seen before. They’re jumping into the policy process itself. That’s an interesting position, for a nonprofit to be involved in things that look a lot like lobbying.”

The problem with this expensive marketing campaign is that the policies Gates helped fund were created “under the radar,” without input from stakeholders or legislators, said Robbins. Now the curriculum is taught to students across the country.

The grants were made to nonprofit organizations whose policy-making meetings were conducted behind closed doors, including the the National Governors Association and Council of Chief State School Officers, according to Heartland.

“Nobody really knew what was going on,” said Robbins.

The timeline of states’ Race to the Top applications, which included a requirement for a standard core curriculum that essentially excluded programs other than Common Core, was also problematic, she said.

Applications for Race to the Top funding were released by the U.S. Department of Education in November 2009 and were due in January 2010, even though most state legislatures aren’t in session during that time. Common Core standards were not released until June 2010, when states were given two months to sign off on them, again at a time when most state legislatures are not in session.

Instead, states’ boards of education signed off on the standards, and the majority of legislatures did not give their stamp of approval to Common Core at all, Robbins said.

“There was no chance to look at these standards, or to sign off on them,” she said.

The lack of transparency and local input is the primary problem APP and other education watchdogs have with Common Core and the Gates Foundation’s funding of it.

“There’s no accountability there,” Robbins said. “That’s the threat to the democratic process.”

The Gates Foundation told The Washington Examiner it did not fund Race to the Top, but did not speak on the record for this story.
